At the Sundance Film Festival Al Gore declared, "We have a category five denial of this issue [global warming]. I believe our political system is broken, however, I have optimism and hope. A rebellion is gathering." But rebellion isn’t what Al Gore is fostering. Speaking at NYU against what one commentator called a “stately backdrop of American flags,” Gore’s comments were focused on “uplift,” and calls to action slathered in a “thick layer of patriotism” and good old capitalist know-how. He seemed oblivious to irony, saying of the US, “Our natural role is to be the pace car in the race to stop global warming."

The feel good approach Gore pushes is dead wrong: Economic growth and saving life on Earth are not compatible goals. Industrial civilization isn’t harming the Earth, it’s killing the Earth. The system has long since passed the limits of growth - it can’t be sustained.

The Millennium Ecosystem Assessment, a four-year analysis of the world's ecosystems sponsored by the Worldwatch Institute, showed that 15 out of 24 ecosystems essential to human life are "being pushed beyond their sustainable limits," toward a state of collapse that may be "abrupt and potentially irreversible." These ecosystems and the civilization that is killing them are both approaching an endpoint.

People are calling Al Gore’s An Inconvenient Truth the most terrifying movie you will ever see – but really, Gore’s film is a soft sell, one that underestimates the dangers we face and that veils not only the root causes of global warming, but the drastic military responses the US is planning in the event of an abrupt shift in the climate.

Call it Category 4 denial. Gore ignores the real problem. Global heating isn’t “caused” by CO2, it’s caused by industrial production and those that profit from it – capitalists in oil, gas, coal, electricity and automobiles, among others. And the system isn’t “broken,” no matter what Gore claims. The system is producing what it’s supposed to produce; power and profit and the corollaries of power and profit; denial and death.

For those addicted to power and profit, who are “winning” at the expense of all life, global warming is business as usual.

Try telling an abusive alcoholic he’s taken one drink too many, that animals and plants, even other people, are not objects, that he’s beaten his wife one too many times, or that, as Brother Malcolm put it, the chickens are coming home to roost. Unless he’s hit bottom, he’s not listening. Even George Bush has publicly acknowledged the obvious: the system is addicted to oil. But he’s not listening.

The analogy to addiction is not facile and the denial of the crisis we face is no accident; it is both conscious and deliberate. In this system, denial of suffering is the key to success. The ability to distance themselves from the meaning of their actions is what put those who are on top on top in the first place.

Look at Exxon and its global warming disinformation campaign. They’ve spent millions on propaganda to consciously deceive us about the reality of global warming and the impending mass death it implies, much like the Nazis told their victims they were heading for a shower, not a gas chamber, like the cigarette capitalists told us smoking carries no harm. But the genocide the Nazis perpetrated was not this extreme. This is different. This is not ethnocide or genocide. This is omnicide. Life on Earth is in the balance.

The stakes, the costs of this crime and its coverup, could not be higher. World renowned paleoanthropologist Richard Leakey tells us,Whatever way you look at it, we're destroying the Earth at a rate comparable with the impact of a giant asteroid slamming into the planet, or even a shower of vast heavenly bodies."

Within 50 years a million species will be extinct. Within 100 years 50% of all species now living - 5 million forms of living beauty - will be gone forever. Within a mere 30 years, a quarter of all mammal species may be gone.

Today, bears are no longer hibernating in the north of Spain. With the melting of polar ice, the Polar Bear is on its way out. The Orangutan has ten years left.

Fish are starving to death in the Great Barrier Reef – the unthinkable equivalent of primates starving in the jungle. In the meantime, the jungle, the Amazon Rainforest, which provides 20% of the world’s oxygen, will be a savannah, or perhaps a desert, by 2100.

Forty percent of the world’s species will die with the Amazon.

The new Age of Extinctions is being driven by global heating, ozone depletion, toxic chemicals, habitat destruction, and invasive or infectious species. The cause isn’t just CO2, it’s our whole way of life. The Earth is in its most profound crisis since the mass extinctions of the Eocene period, 54 million years ago.

Before that, two hundred and fifty million years ago at the end of the Permian era, 95% of all species perished due to runaway global warming, warming that occurred due to the same kind of positive feedback loops that we see emerging in today’s heating trends. Scientists call it The Great Dying, a period in which life on Earth was all-but wiped out.

The Permian mass extinction was apparently caused by a series of gigantic volcanic eruptions, triggering a runaway greenhouse effect. Geologists have said the impact of this "post apocalyptic greenhouse" was so severe that only one large land animal was left alive. 100 million years would pass before species diversity returned to its former levels.

In light of such potentials, how many people are willing to wager that the world scientific community is wrong and that George W. Bush – the idiot savant of the Christian Fascists – is right when he claims the verdict is still out on global warming? How many will be willing to leave the fate of the Earth, of their children and their children’s children, in the hands of propagandists for ExxonMobile? The impact of global heating - on humans alone - would be almost beyond imagining.

James Lovelock, who developed the Gaia Theory – the scientific theorem that Earth acts as a single self-sustaining, self-balancing organic system – tells us that by 2100 there will only be 500 million humans left on Earth. The Earth, he says, will no longer be able to sustain more than that. There are 6.5 billion of us now; by 2050 that number will rocket to 8.9 billion, then drop precipitously. If Lovelock is right, only one out of 18 people will be left alive at the century’s end. 95% will be dead. And Lovelock is only looking at global warming. He isn’t counting the threats posed by Peak Oil or nuclear resource wars over oil, water and arable land that, if current trends continue, will become all but inevitable.

The glaciers of the Himalayas are disappearing. Forty percent of the people in the world draw their water from sources directly fed by the regular summer melting cycles of Himalayan ice and snow. Their sources of food will melt with the glaciers. With mass starvation in Asia, the probabilities of war over water and arable land - and of mass death - grow exponentially.

By the summer of 2040 all of the sea ice in the Arctic Ocean will be gone. That means that theromohaline circulation in the North Sea – the Gulf Stream, which carries vast amounts of heat from the equator to the North Atlantic - will cease. Even as the planet heats, northern Europe will freeze. In Britain, for example, the Gulf Stream provides 27,000 times more heat than all current power supplies can generate, warming that nation by 5-8C. Warm winds from the Gulf Stream eventually reach the Himalayas, where they play a role in stimulating and regulating the East Asian monsoon system.

With the collapse of the Gulf Stream, temperatures in Europe could fall by 20 or more degrees Fahrenheit, creating an ecological nightmare as farmland turns to frozen tundra, with temperatures dropping to below -20C. Europe is currently self sufficient in agriculture, feeding its 600 million inhabitants, an obvious impossibility under such devastating new conditions.

Would Europe, with its vast armaments and its history of colonization, genocide and global wars aimed at re-dividing world resources and markets, slip quietly into a frozen death - or would it find war, even a Third World War, preferable to collapse and relentless famine at home?

The question is far from academic. Ice sheet melting from the Greenland ice cap into the Greenland Sea and the melting of floating ice during the 1980s caused the Gulf Stream to diminish by 80%. A recent report shows that the Gulf Stream came to a dead halt for ten days in 2004. The melting of the Greenland Ice Sheet and the Arctic Sea’s ice all but guarantees the end of the Gulf Stream before mid century.

Which lands a frozen Europe might target in order to feed itself could eventually pose an all-but insoluble problem for the sub-continent’s rulers. A recent study by the British government shows that if current trends continue, a third of the planet will be desert by 2100. According to their calculations, areas susceptible to moderate drought will double to 50% of the Earth’s surface. Areas susceptible to severe drought will more than triple to 30% of the Earth’s surface.

Exxon-Bush Inc. would have us believe these impacts and their causes are debatable. Republican Senator James Inhofe would have us believe that the world scientific community is perpetrating an elaborate anti-capitalist hoax – the biggest hoax in human history, with the highest stakes. Rush Limbaugh says global warming is just another way to make civilized white people and capitalists feel guilty, the moral equivalent of a commie plot. The Right wants to cast doubt on climate science and the impending realities of climate chaos, because by pretending that there is a debate, they can defer action and continue to profit. For these men, the world itself can end, but not profit.

The fossils of our time sit in Washington, apparently inured by the pleasures of power and wealth to the realities before us. But, appearances notwithstanding, the ruling elites understand that we are on an irreversible path to global heating, caused largely by the burning of fossil fuels for the sake of production and profit. The question is what they plan to do about it.

As resources of petroleum peak and begin to expire, the Bush regime offers no alternative other than resource wars – war, not to end the use of the fuels that are destroying the Earth – but to get more of them, the last of them. Their aim is not to save the world, but to ensure their continued ability to dominate it by controlling the rapidly dwindling sources of oil. This, after all, is what the war in Iraq is about, and this is the meta-madness that guides the imperial preparations to attack Iran.

The ruling elites know exactly where we are heading and exactly what they are doing. Quietly, they call global warming a “national security threat.”

A 2004 Pentagon report, "An Abrupt Climate Change Scenario and Its Implications for United States National Security," cautions US strategic planners that in a scenario of abrupt climate change “Nuclear conflict, mega-droughts, famine and widespread rioting will erupt across the world.” The report predicts that Third World countries will develop their own nuclear threat to secure dwindling food, water and energy supplies. By 2020, the report concludes, “catastrophic” shortages of water, food and energy will plunge the planet toward war. The United Nations identifies some 150 flash points where wars may be fought over water, alone.

The Pentagon report suggests that there could be global economic depression, destruction of technological infrastructure on a global scale, nuclear war, mega-droughts, famine, mass migrations from Third World countries, and widespread rioting around the world.

“Disruption and conflict will be endemic features of life,” the Pentagon says. “…warfare would define human life.”

The report calls for the development of what it calls “no-regrets strategies” by the U.S. Department of Defense.

Welcome to the apocalypse. This is the Great Emergency. The future of all Life on Earth is in our hands, in the hands of this generation. We have two choices: stop them, or prepare our children and grandchildren to be among the 5% who might be so fortunate – or unfortunate – as to survive.

The effects of global warming are being felt around the world, and unless international efforts are launched within the next 10 years, species will disappear and the Earth will be a vastly less habitable planet by the end of the century, said NASA scientist James E. Hansen.

''Global warming is already starting, and there's going to be more of it. I think there is still time to deal with global warming, but we need to act soon. Humans now control global climate, for better or worse,'' Hansen said Tuesday at an annual gathering of meteorologists.

Hansen, who came under fire from the White House after a December 2005 lecture in which he called for prompt reductions in greenhouse gas emissions to slow global warming, delivered his keynote speech by satellite at the 14th annual Operation Sierra Storm meeting at Mammoth Mountain Ski Area. Global warming is the theme of the conference.

Hansen, who said he was not speaking for NASA, said that after the warming of the past three decades, the world is within 1 degree Celsius of its warmest period in the past 400,000 years. He predicted that if greenhouse gas emissions continue at the same rate, the warming this century will approach 3 degrees Celsius, or about 5 degrees Fahrenheit.

He forecast that such a change would eliminate up to half the species on Earth and would melt polar ice caps. Subsequently rising ocean levels would inundate Florida, most of Louisiana and much of the East Coast, Hansen said.

''We don't know how long it would take for that to happen,'' he said.

He said warning signs are appearing in Greenland, where ice is melting twice as fast as it was five years ago. Ocean levels globally are edging up about 3.5 millimeters a year.

Hansen said samples of the Antarctic ice cap spanning 400,000 years show almost parallel changes in temperatures and greenhouse gasses -- primarily carbon dioxide and methane that until now were produced by natural changes in the Earth.

''The amount of greenhouse gas in the atmosphere is now completely under the control of humans,'' he said. ''Another Ice Age cannot occur unless humans become extinct.''

Critical to the reduction of greenhouse gas is international agreement to curtail the use of fossil fuels -- the primary source of carbon dioxide and other pollutants, he said.

Hansen's call came a day after the chief of the United Nations' effort against climate change said that despite widespread recognition of the seriousness of global warming, a lack of leadership has created a sense of helplessness.

Yvo de Boer, executive secretary of the U.N. Framework Convention on Climate Change, said during a visit to Paris that he will ask the new U.N. secretary-general to coordinate a worldwide response and organize a conference of world leaders.

Such a meeting would be a first step toward a post-Kyoto agreement on climate change, he said. The 1997 Kyoto Protocol requires 35 industrial nations to cut production of globe-warming greenhouse gases by an average 5 percent below 1990 levels by 2012, when the accord expires.

In his speech, Hansen urged development of more efficient technologies to sharply reduce carbon emissions, use of coal only in power plants that scrub the emissions, and a gradual increase in taxes on fossil fuels to discourage use.

He touched briefly on his dealings with the Bush administration, saying scientists have ethical responsibilities much the same as doctors have to their patients.

The Commerce Department and NASA launched an investigation in November into whether the administration tried to prevent government scientists from speaking freely about climate change.

Israel Prepares Nuclear Strike on Iran

Israel will not tolerate Iran going nuclear and military sources say it will use tactical strikes unless Iran abandons its programme. Is Israel bluffing or might it really push the button? Uzi Mahnaimi in New York and Sarah Baxter in Washington report


In an Israeli air force bunker in Tel Aviv, near the concert hall for the Israeli Philharmonic Orchestra, Major General Eliezer Shkedi might one day conduct operations of a perilous kind. Should the order come from the Israeli prime minister, it will be Shkedi’s job as air force commander to orchestrate a tactical nuclear strike on Iran.

Two fast assault squadrons based in the Negev desert and in Tel Nof, south of Tel Aviv, are already training for the attack.

On a plasma screen, Shkedi will be able to see dozens of planes advance towards Iran, as well as the electronic warfare aircraft jamming the Iranian and Syrian air defences and the rescue choppers hovering near the border, ready to move in and pluck out the pilots should the mission go wrong.

Another screen will show live satellite images of the Iranian nuclear sites. The prime target will be Natanz, the deep and ferociously protected bunker south of Tehran where the Iranians are churning out enriched uranium in defiance of the United Nations security council.

If things go according to plan, a pilot will first launch a conventional laser-guided bomb to blow a shaft down through the layers of hardened concrete. Other pilots will then be ready to drop low-yield one kiloton nuclear weapons into the hole. The theory is that they will explode deep underground, both destroying the bunker and limiting the radioactive fallout.

The other potential targets are Iran’s uranium conversion facility at Isfahan — uncomfortably near a metropolis of 4.5m people — and the heavy water power reactor at Arak, which might one day be able to produce enough plutonium to make a bomb. These will be hit with conventional bombs.

In recent weeks Israeli pilots have been flying long-haul as far as Gibraltar to simulate the 2,000-mile round trip to Natanz. “There is no 99% success in this mission. It must be a perfect 100% or better not at all,” one of the pilots expected to fly on the mission told The Sunday Times.

The Israelis say they hope as fervently as the rest of the world that this attack will never take place. There is clearly an element of sabre-rattling in their letting it be known the plan exists and that the pilots are already in training. But in the deeply dangerous and volatile Middle East, contingency plans can become horrible reality.

NO nuclear weapon has been fired in anger since the American bombing of Hiroshima and Nagasaki in 1945. Should Israel take such a drastic step, it would inflame world opinion — particularly in Muslim states — and unleash retaliation from Iran and its allies. But Israelis have become increasingly convinced that a “second holocaust” of the Jews is brewing, stoked by Mahmoud Ahmadinejad, the Iranian president and chief Holocaust denier, who has repeatedly called for Israel to be destroyed.

Western Europe and the United States have been trying to persuade Tehran to drop its nuclear ambitions, using the carrot of co-operation with a legitimate nuclear energy programme and the stick of UN sanctions. But they have had no effect.

As a result, Israel sees itself standing on its own and fighting for its very existence. It got a taste of what Iran was capable of during last summer’s war in southern Lebanon. Hezbollah, Tehran’s proxy troops fighting from bunkers secretly built by Iranian military engineers, humiliated the Israeli army and rained missiles into northern Israel.

Every Israeli government has vowed never to let Iran acquire nuclear weapons. Ariel Sharon, when he was prime minister, ordered the military to be ready for a conventional strike on Iran’s nuclear programme. Since then, however, the Iranians have strengthened their nuclear facilities and air defences, making a conventional strike less likely to succeed.

“There are 24 strong batteries around Natanz, making it one of the most protected sites on earth,” said an Israeli military source. Its centrifuge halls, where the uranium is enriched, are heavily protected at least 70ft underground.

Ehud Olmert, the prime minister, recently “let slip” the world’s worst-kept secret that Israel is a nuclear power; Israeli defence experts are now openly debating the use of nukes against Iran. Shlomo Mofaz, a reservist colonel in Israeli military intelligence, believes that tactical nuclear weapons will be required to penetrate the defences that Iran has built around its nuclear facilities.

Israel developed tactical nuclear weapons in the early 1970s for use on the battlefield. In an attack on Iran, its air force would be expected to use a low-yield nuclear device of 1 kiloton (equivalent to 1,000 tons of TNT), loaded on a bunker-buster missile.

“If the nuclear device explodes deep underground there will be no radioactive fallout,” said Dr Ephraim Asculai of the Tel Aviv Institute for Strategic Studies, who worked for the Israel Atomic Energy Commission for more than 40 years.

Professor Peter Zimmerman, a nuclear physicist at King’s College, London, was less sure. “The definition of low-yield nuclear weapons is not easy,” he said. “I assume that it includes any device which is less than 5 kilotons. If such a bunker-buster missile is exploded at 70ft below ground” — thought to be the minimum depth of the hidden centrifuges in Natanz — “some radioactive fallout is expected.”

Nonetheless, Professor Martin Van Creveld, an Israeli military expert, said last week that tactical nuclear weapons were “the only way, if there is a way at all, to destroy Iran’s nuclear sites”.

Some senior American defence analysts agree. One source with ties to the Pentagon said: “There is no way for Israel to engage effectively in such a strike without using nuclear weapons.” But, he asked: “Would the Israelis dare?”

For all their military preparations, not even the Israelis are sure of the answer. Their decision rests to a great extent on their assessment of two further questions. How close is Tehran to having a nuclear bomb? And what does Washington really intend to do about it?

The actions and rhetoric of Ahmadinejad have been deliberately provocative. Last week he boasted that the Iranians would not only continue their atomic programme but also give a “historic slap in the face” to nations that opposed it. He has vowed that America, Israel and Britain will disappear “like the pharaohs” of Egypt and he believes that oil-rich Iran is well on its way to becoming the regional superpower.

Next month, on the anniversary of the Islamic revolution, he intends to celebrate what he calls his country’s mastery of nuclear technology. He promised that 3,000 centrifuges would be ready by the end of last year and that 60,000 would ultimately be in place. In the event, technical problems have slowed the programme. The Iranians are believed to have installed only 500 centrifuges at Natanz and they will reach 2,000 by spring at the earliest.

This is enough, however, to convince some Israelis that Iran is reaching the “point of no return” at which it has the technical know-how to build a nuclear bomb.

Ahmadinejad insists that Iran is developing only peaceful nuclear energy, but the development of long-range ballistic missiles such as the Shehab-3 suggests a different story. Israeli intelligence sources say Iran recently tested this missile with dummy nuclear weapons for its warheads.

“The Iranians are progressing quickly with their delivery platform for their future nuclear weapons,” said a source. “With an approximate range of 1,000 miles, the Shehab-3 can reach all of Israel.”

Meir Dagan, head of Mossad, the Israeli intelligence service, has told members of the Knesset, the Israeli parliament, that his organisation assumes the Iranians will have a complete nuclear device by 2009.

In these circumstances, sabre-rattling by the Israelis has its uses. Whether or not Israel intends to go nuclear, it might be in its interest to spread the word that it will. “In the cold war, we made it clear to the Russians that it was a virtual certainty that nukes would fly and fly early,” said an American defence source. “Israel may be adopting the same tactics: ‘You produce a weapon; you die’.”

Michael Rubin, an expert on Iran at the American Enterprise Institute in Washington, believes it could be a dangerous ruse. “You never want to threaten something you don’t follow through on,” he said.

Rubin believes the Israeli debate about using tactical nuclear weapons is “much more likely to be about pressing the United States to do the job”.

President George W Bush included Iran in his original “axis of evil”. Bogged down now in Iraq, he has cooled on the idea of attacking Iran. At a private meeting in the Oval Office last autumn, he was openly sceptical that America possessed enough intelligence data to carry out the job thoroughly. Robert Gates, the new US defence secretary, told Congress at his confirmation hearings last month that he would be willing to give the order for strikes on Iran only as an “ absolute last resort”.

However, the Bush administration is still tempted to deliver a punishing blow to Iran for its regional meddling in Iraq and Lebanon. At the very least, it would like the swaggering regime in Tehran to believe that the United States might yet decide to cut it down to size. The nomination of Admiral William Fallon, a former navy fighter pilot, to command US military operations in the area is regarded as a sign of forward planning. Fallon does not have a reputation as a hawk, but in the words of a Pentagon source: “If you go after Iran, you have a naval war on your hands.”

Retired Colonel Sam Gardiner, a former National War College professor who has wargamed airstrikes on Iran, believes an American attack remains a possibility. The current deployment of a second US aircraft carrier strike force to the Gulf region, as well as British minesweepers, is a “huge deal”, he said. “It is only necessary to do that if you are planning to strike Iran and deal with the consequences” — including an attempt to shut the Strait of Hormuz, the sea route for much of the world’s oil from the Gulf states.

General John Abizaid, whom Fallon is due to replace, warned last year that an American attack on Iran could cripple oil supplies, unleash a “surrogate” terrorist army and provoke Iranian missile attacks on America’s Middle Eastern allies.

Should Israel launch a tactical nuclear strike, the consequences could be catastrophic. Gardiner believes that there would not only be “low DNA operations” — difficult to trace directly back to the Iranians — such as terrorist attacks, but the Muslim world would also be so inflamed that the stability of pro-western regimes would be threatened.

“It doesn’t take much imagination to see Pakistan (a nuclear power) falling to Islamic fundamentalists,” Gardiner said. “It could mean that in order to prevent Iran getting nuclear weapons, we could be handing them to a terrorist nation.”

According to a senior British defence official, an Israeli nuclear attack on Iran is simply unthinkable: “The damage to Israel to be the only state to use nuclear weapons in anger since 1945 is dangerous stuff. They cannot be seen to be taking the lead on this.”

Or can they? Ephraim Sneh, Israel’s deputy defence minister, said recently: “At the end of the day it is always down to the Jews to deal with the problem.”

US analysts concur that America would never give its consent for such an operation, but as in the attack on Iraq’s Osirak nuclear plant in 1981, it may not object all that vociferously after the event. Nor is it thought that Sunni powers such as Saudi Arabia or Egypt would mourn the humbling of Shi’ite Iran, their main regional rival.

Are Israel’s plans an elaborate bluff or not? In today’s dangerously volatile world, who will dare to make that call?

Strike one: Israel took out Saddam’s reactor in 1981

IF Israeli forces attack nuclear sites in Iran, it will not be their first pre-emptive strike against a perceived nuclear threat. In 1981 Israeli jets bombed a reactor in Iraq to prevent Saddam Hussein getting nuclear weapons.

The Iraqi dictator had built a 40-megawatt research reactor just south of Baghdad with the aid of France, which supplied technology, expertise and about 27lb of uranium-235.

Fearing this could be used in the long term to produce plutonium for nuclear weapons, Israel decided to destroy what became known as the Osirak reactor. Israel’s first move was in 1980 when war broke out between Iraq and Iran: its chief of army intelligence urged Iran to bomb Osirak.

A pair of Iranian jets attacked the site, but damage was minor. So Israel decided to bomb it, secretly building a dummy site and carrying out full dress rehearsals. On June 7, 1981, Israel launched Operation Opera: six F-15I and eight F-16I jets flew over Jordanian and Saudi Arabian airspace and caught Iraqi defences by surprise.

The raid crippled the reactor. Many countries, including the United States, condemned the attack. Opposition parties in Israel claimed that it had been cynically timed to coincide with a looming election.

Some Iraqi scientists later said the attack spurred Saddam to redouble his efforts to obtain weapons of mass destruction. Attempts were made to rebuild the Osirak facility. However, Saddam’s nuclear ambitions were again halted when coalition forces bombed Osirak during the 1991 Gulf war.

Ancient global warming was jarring, not subtle, study finds

Foreshadowing potential climate chaos to come, early global warming caused unexpectedly severe and erratic temperature swings as rising levels of greenhouse gases helped transform Earth, a team led by researchers at UC Davis said Thursday.

The global transition from ice age to greenhouse 300 million years ago was marked by repeated dips and rises in the amount of carbon dioxide in the atmosphere and wild swings in temperature, with drastic effects on forests and vegetation, the researchers reported in the journal Science.

"It was a real yo-yo," said UC Davis geochemist Isabel Montanez, who led researchers from five universities and the Smithsonian Museum of Natural History in a project funded by the National Science Foundation. "Should we expect similar but faster climate behavior in the future? One has to question whether that is where we are headed."

The provocative insight into planetary climate change counters the traditional view that global warming could be gradual and its regional effects easily anticipated.

Over several million years, carbon dioxide in the ancient atmosphere increased from about 280 parts per million to 2,000 ppm, the same increase that experts expect by the end of this century as remaining reserves of fossil fuels are burned.

No one knows the reason for so much variation in carbon dioxide levels 300 million years ago, but as modern industrial activity continues to pump greenhouse gases into the air at rapid rates, the unpredictable climate changes that took millions of years to unfold naturally could be compressed into a few centuries or less today, several experts said.

Carbon dioxide levels last year reached 380 ppm, rising at almost twice the rate of a decade ago, experts said. Average global temperatures have been rising about 0.36 of a degree Fahrenheit per decade for the last 30 years.

Still, the transformation of ancient Earth documented by Montanez and her colleagues makes the current spate of extreme weather events — extended droughts, killing heat waves and powerful hurricane seasons — appear mild by comparison.

From a planet whose landscape was buried in ice miles thick, the Earth convulsed into an ice-free world covered in drifts of wind-blown dust and sparse vegetation, in spasm after spasm of temperature shifts that rose and fell 7 to 18 degrees at a time, Montanez said.

The scientists studied the late Paleozoic period, between 305 million and 265 million years ago, when Earth was far different.

Land masses were gridlocked in a single super-continent largely sheathed in ice. Shallow seas regularly rose and fell. The sun was weaker. The atmosphere's chemistry was different. And, in this single epoch, life experienced its greatest expansion in diversity of forms, followed abruptly by its largest mass extinction.

Just as during the modern era, however, the Earth of the late Paleozoic was shifting from an ice age to a warmer greenhouse world — the only other era in the planet's history to experience such a transition, said Yale University geochemist Robert Berner, an expert on climate and evolution who was not involved in the research.

"This is the closest thing we have to a direct analogue to the future," said geoscientist Lee Kump at Pennsylvania State University, who also was not a member of the research team. "If we want to better understand the [contemporary] climate response, we have to go back to this late Paleozoic period."

Like diggers after dinosaur fossils, the researchers attacked ancient sediments in gullies, road cuts and stream beds with picks, shovels and bulldozers in Oklahoma, New Mexico, Utah, Arizona and Texas.

After five years, they had compiled the first carefully dated and cross-referenced archive of the period's primeval soils and fossil plant matter, they reported.

Geochemical analysis of iron oxides and isotopes of hydrogen and oxygen revealed telling evidence of temperature variation, rainfall patterns and atmospheric carbon dioxide levels through 40 million years of the Paleozoic, covering the period of major climate warming. They correlated those findings with an analysis of shellfish fossil remains, to compare those findings against marine carbon levels.

"It is an extraordinary improvement on past estimates," said Yale paleoclimate expert Mark Pagani, who was not involved in the research.

Instead of a relatively gradual transition from a cold world to a warm one, as many scientists had believed occurred, Montanez and her colleagues found fever spikes of climate change correlated with fluctuating levels of carbon dioxide, like a seismometer graph of the myriad tremors before and after a major earthquake.

"CO2 goes up and temperature goes up. It drops and temperature drops," Montanez said.

"It suggests," she said, "that the normal behavior in major climate transitions is instability, erratic temperature behavior and carbon dioxide changes."

WASHINGTON, DC, Jan. 3–A new report from the Union of Concerned Scientists offers the most comprehensive documentation to date of how ExxonMobil has adopted the tobacco industry's disinformation tactics, as well as some of the same organizations and personnel, to cloud the scientific understanding of climate change and delay action on the issue. According to the report, ExxonMobil has funneled nearly $16 million between 1998 and 2005 to a network of 43 advocacy organizations that seek to confuse the public on global warming science.

"ExxonMobil has manufactured uncertainty about the human causes of global warming just as tobacco companies denied their product caused lung cancer," said Alden Meyer, the Union of Concerned Scientists' Director of Strategy & Policy. "A modest but effective investment has allowed the oil giant to fuel doubt about global warming to delay government action just as Big Tobacco did for over 40 years."

  • raised doubts about even the most indisputable scientific evidence
  • funded an array of front organizations to create the appearance of a broad platform for a tight-knit group of vocal climate change contrarians who misrepresent peer-reviewed scientific findings
  • attempted to portray its opposition to action as a positive quest for "sound science" rather than business self-interest
  • used its access to the Bush administration to block federal policies and shape government communications on global warming

ExxonMobil-funded organizations consist of an overlapping collection of individuals serving as staff, board members, and scientific advisors that publish and re-publish the works of a small group of climate change contrarians. The George C. Marshall Institute, for instance, which has received $630,000 from ExxonMobil, recently touted a book edited by Patrick Michaels, a long-time climate change contrarian who is affiliated with at least 11 organizations funded by ExxonMobil. Similarly, ExxonMobil funds a number of lesser-known groups such as the Annapolis Center for Science-Based Public Policy and Committee for a Constructive Tomorrow. Both groups promote the work of several climate change contrarians, including Sallie Baliunas, an astrophysicist who is affiliated with at least nine ExxonMobil-funded groups.

Baliunas is best known for a 2003 paper alleging the climate had not changed significantly in the past millennia that was rebutted by 13 scientists who stated she had misrepresented their work in her paper. This renunciation did not stop ExxonMobil-funded groups from continuing to promote the paper. Through methods such as these, ExxonMobil has been able to amplify and prop up work that has been discredited by reputable climate scientists.

"When one looks closely, ExxonMobil's underhanded strategy is as clear and indisputable as the scientific research it's meant to discredit," said Seth Shulman, an investigative journalist who wrote the UCS report. "The paper trail shows that, to serve its corporate interests, ExxonMobil has built a vast echo chamber of seemingly independent groups with the express purpose of spreading disinformation about global warming."

ExxonMobil has used the laudable goal of improving scientific understanding of global warming—under the guise of "sound science"—for the pernicious ends of delaying action to reduce heat-trapping emissions indefinitely. ExxonMobil also exerted unprecedented influence over U.S. policy on global warming, from successfully recommending the appointment of key personnel in the Bush administration to funding climate change deniers in Congress.

"As a scientist, I like to think that facts will prevail, and they do eventually," said Dr. James McCarthy, Alexander Agassiz Professor of Biological Oceanography at Harvard University and former chair of the Intergovernmental Panel on Climate Change's working group on climate change impacts. "It's shameful that ExxonMobil has sought to obscure the facts for so long when the future of our planet depends on the steps we take now and in the coming years."

The burning of oil and other fossil fuels results in additional atmospheric carbon dioxide that blankets the Earth and traps heat. The amount of CO2 in the atmosphere has increased greatly over the last century and global temperatures are rising as a result. Though solutions are available now that will cut global warming emissions while creating jobs, saving consumers money, and protecting our national security, ExxonMobil has manufactured confusion around climate change science, and these actions have helped to forestall meaningful action that could minimize the impacts of future climate change.

"ExxonMobil needs to be held accountable for its cynical disinformation campaign on global warming," said Meyer. "Consumers, shareholders and Congress should let the company know loud and clear that its behavior on this issue is unacceptable and must change."

Making Other Arrangements: A wake-up call to a citizenry in the shadow of oil scarcity

AS THE AMERICAN PUBLIC CONTINUES sleepwalking into a future of energy scarcity, climate change, and geopolitical turmoil, we have also continued dreaming. Our collective dream is one of those super-vivid ones people have just before awakening. It is a particularly American dream on a particularly American theme: how to keep all the cars running by some other means than gasoline. We'll run them on ethanol! We'll run them on biodiesel, on synthesized coal liquids, on hydrogen, on methane gas, on electricity, on used French-fry oil . . . !

The dream goes around in fevered circles as each gasoline replacement is examined and found to be inadequate. But the wish to keep the cars going is so powerful that round and round the dream goes. Ethanol! Biodiesel! Coal liquids . . .

And a harsh reality indeed awaits us as the full scope of the permanent energy crisis unfolds. According to the U.S. Department of Energy, world oil production peaked in December 2005 at just over 85 million barrels a day. Since then, it has trended absolutely flat at around 84 million. Yet world oil consumption rose consistently from 77 million barrels a day in 2001 to above 85 million so far this year. A clear picture emerges: demand now exceeds world supply. Or, put another way, oil production has not increased despite the ardent wish that it would by all involved, and despite the overwhelming incentive of prices having nearly quadrupled since 2001.

There is no question that we are in trouble with oil. The natural gas situation is comparably ominous, with some differences in the technical details—and by the way, I am referring here to methane gas (CH4), the stuff that fuels kitchen stoves and home furnaces, not cars and trucks. Natural gas doesn't deplete slowly like oil, following a predictable bell-curve pattern; it simply stops coming out of the ground when a particular gas well is played out. You also tend to get your gas from the continent you are on. To import natural gas from overseas, it has to be liquefied, loaded in a special kind of expensive-to-build-and-operate tanker, and then offloaded at a specialized marine terminal.

Half the homes in America are heated with gas furnaces and about 16 percent of our electricity is made with it. Industry uses natural gas as the primary ingredient in fertilizer, plastics, ink, glue, paint, laundry detergent, insect repellent, and many other common household necessities. Synthetic rubber and man-made fibers like nylon could not be made without the chemicals derived from natural gas. In North America, natural gas production peaked in 1973. We are drilling as fast as we can to keep the air conditioners and furnaces running.

What's more, the problems of climate change are amplifying, ramifying, and mutually reinforcing the problems associated with rapidly vanishing oil and gas reserves. This was illustrated vividly in 2005, when slightly higher ocean temperatures sent Hurricanes Katrina and Rita slamming into the U.S. Gulf Coast. Almost a year later, roughly 12 percent of oil production and 9.5 percent of natural gas production in the gulf was still out, probably for good. Many of these production platforms may never be rebuilt, because the amounts of oil and gas left beneath them would not justify the cost. If there is $50 million worth of oil down there, why spend $100 million replacing a wrecked platform to get it?

Climate change will also ramify the formidable problems associated with alternative fuels. As I write, the American grain belt is locked in a fierce summer drought. Corn and soybean crops are withering from Minnesota to Illinois; wheat is burning up in the Dakotas and Kansas. Meanwhile, the costs of agricultural "inputs"—from diesel fuel to fertilizers made from natural gas to oil-derived pesticides—have been ramping up steadily since 2003 to the great distress of farmers. Both weather and oil costs are driving our crop yields down, while the industrial mode of farming that has evolved since the Second World War becomes increasingly impractical. We are going to have trouble feeding ourselves in the years ahead, not to mention the many nations who depend for survival on American grain exports. So the idea that we can simply shift millions of acres from food crops to ethanol or biodiesel crops to make fuels for cars represents a staggering misunderstanding of reality.

Still, the widespread wish persists that some combination of alternative fuels will rescue us from this oil and gas predicament and allow us to continue enjoying by some other means what Vice-President Cheney has called the "non-negotiable" American way of life. The truth is that no combination of alternative fuels or systems for using them will allow us to continue running America, or even a substantial fraction of it, the way we have been. We are not going to run Wal-Mart, Walt Disney World, Monsanto, and the Interstate Highway System on any combination of solar or wind energy, hydrogen, ethanol, tar sands, oil shale, methane hydrates, nuclear power, thermal depolymerization, "zero-point" energy, or anything else you can name. We will desperately use many of these things in many ways, but we are likely to be disappointed in what they can actually do for us.

The key to understanding the challenge we face is admitting that we have to comprehensively make other arrangements for all the normal activities of everyday life. I will return to this theme shortly, but first it is important to try to account for the extraordinary amount of delusional thinking that currently dogs our collective ability to think about these problems.

The widespread wish to just uncouple from oil and gas and plug all our complex systems into other energy sources is an interesting and troubling enough phenomenon in its own right to merit some discussion. Perhaps the leading delusion is the notion that energy and technology are one and the same thing, interchangeable. The popular idea, expressed incessantly in the news media, is that if you run out of energy, you just go out and find some "new technology" to keep things running. We'll learn that this doesn't comport with reality. For example, commercial airplanes are either going to run on cheap liquid hydrocarbon fuels or we're not going to have commercial aviation as we have known it. No other energy source is concentrated enough by weight, affordable enough by volume, and abundant enough in supply to do the necessary work to overcome gravity in a loaded airplane, repeated thousands of times each day by airlines around the world. No other way of delivering that energy source besides refined liquid hydrocarbons will allow that commercial system to operate at the scale we are accustomed to. The only reason this system exists is that until now such fuels have been cheap and abundant. We are not going to replace the existing worldwide fleet of airplanes either, and besides, there is no other type of airplane we have yet devised that can work differently.

There may be other ways of moving things above the ground, for instance balloons, blimps, or zeppelin-type airships. But they will move much more slowly and carry far less cargo and human passengers than the airplanes we've been enjoying for the past sixty years or so. The most likely scenario in the years ahead is that aviation will become an increasingly expensive, elite activity as the oil age dribbles to a close, and then it will not exist at all.

Another major mistake made by those who fail to pay attention is overlooking the unanticipated consequences of new technology, which more often than not add additional layers of problems to existing ones. In the energy sector, one of the most vivid examples is seen in the short history of the world's last truly great oil discovery, the North Sea fields between Norway and the UK. They were found in the '60s, got into production in the late '70s, and were pumping at full blast in the early '90s. Then, around 1999, they peaked and are now in extremely steep decline—up to 50 percent a year in the case of some UK fields. The fact that they were drilled with the latest and best new technology turns out to mean that they were drained with stunning efficiency. "New technology" only hastened Britain's descent into energy poverty. Now, after a twenty-year-long North Sea bonanza in which it enjoyed an orgy of suburbanization, Great Britain is again a net energy importer. Soon the Brits will have no North Sea oil whatsoever and will find themselves below their energy diet of the grim 1950s.

If you really want to understand the U.S. public's penchant for wishful thinking, consider this: We invested most of our late twentieth-century wealth in a living arrangement with no future. American suburbia represents the greatest misallocation of resources in the history of the world. The far-flung housing subdivisions, commercial highway strips, big-box stores, and all the other furnishings and accessories of extreme car dependence will function poorly, if at all, in an oil-scarce future. Period. This dilemma now entails a powerful psychology of previous investment, which is prompting us to defend our misinvestments desperately, or, at least, preventing us from letting go of our assumptions about their future value. Compounding the disaster is the unfortunate fact that the manic construction of ever more futureless suburbs (a.k.a. the "housing bubble") has insidiously replaced manufacturing as the basis of our economy.

Meanwhile, the outsourcing of manufacturing to other nations has spurred the development of a "global economy," which media opinion-leaders such as New York Times columnist Tom Friedman (author of The World Is Flat) say is a permanent state of affairs that we had better get used to. It is probably more accurate to say that the global economy is a set of transient economic relations that have come about because of two fundamental (and transient) conditions: a half century of relative peace between great powers and a half century of cheap and abundant fossil-fuel energy. These two mutually dependent conditions are now liable to come to an end as the great powers enter a bitter contest over the world's remaining energy resources, and the world is actually apt to become a lot larger and less flat as these economic relations unravel.

This is approximately the state of the nation right now. It is deeply and tragically ironic that the more information that bombards us, the less we seem to understand. There are cable TV news networks and Internet news sites beyond counting, yet we are unable to process this deluge of information into a coherent public discussion about the fundamental challenges that our civilization faces—not to mention a sensible agenda for meeting these hardships. Meanwhile, CBS News tells millions of viewers that the tar sands of Alberta will solve all our problems, or (two weeks later) that the coal beds under Montana and Wyoming will sustain business as usual, and CNN tells another several million viewers that we can run everything here on ethanol, just like they do in Brazil.

Of course, the single worst impediment to clear thinking among most individuals and organizations in America today is the obsession with keeping the cars running at all costs. Even the environmental community is guilty of this. The esteemed Rocky Mountain Institute ran a project for a decade to design and develop a "hyper-car" capable of getting supernaturally fabulous mileage, in the belief that this would be an ecological benefit. The short-sightedness of this venture? It only promoted the idea that we could continue to be a car-dependent society; the project barely gave nodding recognition to the value of walkable communities and public transit.

The most arrant case of collective cluelessness now on view is our failure to even begin a public discussion about fixing the U.S. passenger railroad system, which has become so decrepit that the Bulgarians would be ashamed of it. It's the one thing we could do right away that would have a substantial impact on our oil use. The infrastructure is still out there, rusting in the rain, waiting to be fixed. The restoration of it would employ hundreds of thousands of Americans at all levels of meaningful work. The fact that we are hardly even talking about it—at any point along the political spectrum, left, right, or center—shows how fundamentally un-serious we are.

This is just not good enough. It is not worthy of our history, our heritage, or the sacrifices that our ancestors made. It is wholly incompatible with anything describable as our collective responsibility to the future.

We have to do better. We have to start right away making those other arrangements. We have to begin the transition to some mode of living that will allow us to carry on the project of civilization—and I would argue against the notion advanced by Daniel Quinn and others that civilization itself is our enemy and should not be continued. The agenda for facing our problems squarely can, in fact, be described with some precision. We have to make other arrangements for the basic activities of everyday life.

In general, the circumstances we face with energy and climate change will require us to live much more locally, probably profoundly and intensely so. We have to grow more of our food locally, on a smaller scale than we do now, with fewer artificial "inputs," and probably with more human and animal labor. Farming may come closer to the center of our national economic life than it has been within the memory of anyone alive now. These changes are also likely to revive a menu of social and class conflicts that we also thought we had left behind.

We'll have to reorganize retail trade by rebuilding networks of local economic interdependence. The rise of national chain retail business was an emergent, self-organizing response to the conditions of the late twentieth century. Those conditions are now coming to an end, and the Wal-Mart way of doing business will come to an end with them: the twelve-thousand-mile merchandise supply line to Asian factories; the "warehouse on wheels" made up of thousands of tractor-trailer trucks circulating endlessly between the container-ship ports and the big-box store loading docks. The damage to local economies that the "superstores" leave behind is massive. Not only have they destroyed multilayered local networks for making and selling things, they destroyed the middle classes that ran them, and in so doing they destroyed the cultural and economic fabric of the communities themselves. This is a lot to overcome. We will have to resume making some things for ourselves again, and moving them through smaller-scale trade networks. We may have fewer things to buy overall. The retail frenzy of recent decades will subside as we struggle to produce things of value and necessarily consume less.

We'll have to make other arrangements for transporting people and goods. Not only do we desperately need to rebuild the railroad system, but electrifying it—as virtually all other advanced nations have done—will bring added advantages, since we will be able to run it on a range of things other than fossil fuels. We should anticipate a revival of maritime trade on the regional scale, with more use of boats on rivers, canals, and waterways within the U.S. Many of our derelict riverfronts and the dying ports of the Great Lakes may come back to life. If we use trucks at all to move things, it will be for the very last leg of the journey. The automobile will be a diminishing presence in our lives and, increasingly, a luxury that will be resented by those who can no longer afford to participate in the "happy motoring" utopia. The interstate highways themselves will require more resources to maintain than we will be able to muster. For many of us, the twenty-first century will be less about incessant mobility than about staying where we are.

We have to inhabit the terrain of North America differently, meaning a return to traditional cities, towns, neighborhoods, and a productive rural landscape that is more than just strictly scenic or recreational. We will probably see a reversal of the two-hundred-year-long trend of people moving from the country and small towns to the big cities. In fact, our big cities will probably contract substantially, even while they re-densify at their centers and along their waterfronts. The work of the New Urbanists will be crucial in rebuilding human habitats that have a future. Their achievement so far has been not so much in building "new towns" like Seaside, Florida, or Kentlands, Maryland, but in retrieving a body of knowledge, principle, and methodology for urban design that had been thrown away in our mad effort to build the drive-in suburbs.

It is harder to predict exactly what may happen with education and medicine, except to say that neither can continue to operate as rackets much longer, and that they, like everything else, will have to become smaller in scale and much more local. Our centralized school districts, utterly dependent on the countless daily trips of fleets of yellow buses and oppressive property taxes, have poor prospects for carrying on successfully in an energy-scarce economy. However, we will be a less affluent nation in the post-oil age, and therefore may be hard-pressed to replace them. A new, more locally based education system may arise instead out of home-schooling, as household classes aggregate into new, small, neighborhood schools. College will cease to be a mass-consumer activity, and may only be available to social elites—if it continues to exist at all. Meanwhile, we're in for a pretty stark era of triage as the vast resources of the "medical industry" contract. Even without a global energy crisis bearing down on us, the federal Medicaid and Medicare systems would not survive the future as currently funded.

As a matter of fact, you can state categorically that anything organized on a gigantic scale, whether it is a federal government or the Acme Corporation or the University of Michigan, will probably falter in the energy-scarce future. Therefore, don't pin your hopes on multinational corporations, international NGOs, or any other giant organizations or institutions.

Recent events have caused many of us to fear that we are headed toward a Big Brother kind of governmental tyranny. I think we will be lucky if the federal government can answer the phones, let alone regulate anyone's life, in the post-oil era. As power devolves to the local and regional level, the very purpose of our federal arrangements may come into question. The state governments, with their enormous bureaucracies, may not be better off. Further along in this century, the real political action will likely shift down to the local level, as reconstructed neighborly associations allow people to tackle problems locally with local solutions.

It's a daunting agenda, all right. And some of you are probably wondering how you are supposed to remain hopeful in the face of these enormous tasks. Here's the plain truth, folks: Hope is not a consumer product. You have to generate your own hope. You do that by demonstrating to yourself that you are brave enough to face reality and competent enough to deal with the circumstances that it presents. How we will manage to uphold a decent society in the face of extraordinary change will depend on our creativity, our generosity, and our kindness, and I am confident that we can find these resources within our own hearts, and collectively in our communities.

In the past few years, a hurricane has engulfed the debate about global warming. This scientific issue has become a rhetorical firestorm with science pitted against spin and inflammatory words on both sides.

This documentary shows how fossil fuel corporations have kept the global warming debate alive long after most scientists believed that global warming was real and had potentially catastrophic consequences. It shows that companies such as Exxon Mobil are working with top public relations firms and using many of the same tactics and personnel as those employed by Phillip Morris and RJ Reynolds to dispute the cigarette-cancer link in the 1990s. Exxon Mobil sought out those willing to question the science behind climate change, providing funding for some of them, their organizations and their studies.

'If we fail to act, we will end up with a different planet'

One of the world's leading experts on climate change has warned that the Earth is being turned into a "different planet" because of the continuing increase in man-made emissions of greenhouse gases.

In an interview with The Independent, Jim Hansen, who was one of the first scientists to warn of climate change in scientific testimony to the US Congress in 1988, claimed that we have less than 10 years to begin to curb carbon dioxide emissions before global warming runs out of control and changes the landscape forever.

Last year, Dr Hansen, director of the NASA Goddard Institute for Space Studies, part of Columbia University in New York, complained that Nasa public relations officials appointed by the Bush administration had tried to gag him by limiting his access to the media. But in talking to this newspaper he was outspoken, warning that there are already worrying signs that global warming is beginning to trigger dangerous "positive feedbacks" within the climate, which can accelerate the rate of climate change.

Dr Hansen said: "We just cannot burn all the fossil fuels in the ground. If we do, we will end up with a different planet. I mean a planet with no ice in the Arctic, and a planet where warming is so large that it's going to have a large effect in terms of sea level rises and the extinction of species."

Positive feedbacks in the high latitudes of the northern hemisphere are already starting. One is the loss of sea ice, which means less sunlight and heat is reflected back into space, making the Arctic even warmer. Another is the release of methane from the frozen tundra. Methane gas is 20 times more potent than carbon dioxide as a greenhouse gas, Dr Hansen said.

"The greatest concern is that positive feedbacks at high latitudes do in fact seem to be coming into play. We can't just let those feedbacks get out of control or we will have passed a tipping point," he said.

"If we go another 10 years, by 2015, at the current rate of growth of CO2 emissions, which is about 2 per cent per year, the emissions in 2015 will be 35 per cent larger than they were in 2000. But if we want to get on a scenario that keeps global temperature in the range that it's been in for the last million years, we would need to decrease the emissions by something of the order of 25 per cent by the middle of the century, and by something like 75 per cent by the end of the century."

The continuing rise in carbon dioxide emissions and average global temperatures is on schedule to cause the eventual collapse of the ice sheets on both Greenland and the west Antarctic, with a catastrophic rise in sea levels.

"If we follow business as usual, and we don't get off this course where year by year we're getting larger and larger emissions of CO2, then we'll have large sea-level rises this century and I think that will become more apparent over the next decade or two," Dr Hansen said.

"The last time it was 3C warmer, sea levels were 25 metres higher, plus or minus 10 metres. You'd not get that in one century, but you could get several metres in one century," he said.

"Half the people in the world live within 15 miles of a coastline. A large fraction of the major cities are on coastlines. And the problem is that once you get the process started and well on the way, it's impossible to prevent it. That's why we need to address the issue before it gets out of control."

Many species of animals and plants are not going to cope with rising temperatures, which are causing isotherms - lines of equal temperature - to travel polewards at the rate of 50km a decade, compared with the average rate of species migration of 6km per decade.

"Those species at high latitudes have no place to go to. Many of them will be in trouble. They will effectively be pushed off the planet," Dr Hansen said.

Dr Hansen, who last year received the WWF Duke of Edinburgh Conservation Medal, said that although he is now free to speak out, many other US government scientists feel gagged.

World faces hottest year ever, as El Niño combines with global warming

A combination of global warming and the El Niño weather system is set to make 2007 the warmest year on record with far-reaching consequences for the planet, one of Britain's leading climate experts has warned.

As the new year was ushered in with stormy conditions across the UK, the forecast for the next 12 months is of extreme global weather patterns which could bring drought to Indonesia and leave California under a deluge.

The warning, from Professor Phil Jones, director of the Climatic Research Unit at the University of East Anglia, was one of four sobering predictions from senior scientists and forecasters that 2007 will be a crucial year for determining the response to global warming and its effect on humanity.

Professor Jones said the long-term trend of global warming - already blamed for bringing drought to the Horn of Africa and melting the Arctic ice shelf - is set to be exacerbated by the arrival of El Niño, the phenomenon caused by above-average sea temperatures in the Pacific.

Combined, they are set to bring extreme conditions across the globe and make 2007 warmer than 1998, the hottest year on record. It is likely temperatures will also exceed 2006, which was declared in December the hottest in Britain since 1659 and the sixth warmest in global records.

Professor Jones said: "El Niño makes the world warmer and we already have a warming trend that is increasing global temperatures by one to two tenths of a degrees celsius per decade. Together, they should make 2007 warmer than last year and it may even make the next 12 months the warmest year on record."

The warning of the escalating impact of global warming was echoed by Jim Hansen, the American scientist who, in 1988, was one of the first to warn of climate change.

In an interview with The Independent, Dr Hansen predicted that global warming would run out of control and change the planet for ever unless rapid action is taken to reverse the rise in carbon emissions.

Dr Hansen said: "We just cannot burn all the fossil fuels in the ground. If we do, we will end up with a different planet.

"I mean a planet with no ice in the Arctic, and a planet where warming is so large that it's going to have a large effect in terms of sea level rises and the extinction of species."

His call for action is shared by Sir David King, the Government's chief scientific adviser, who said that 2006 had shown that the "discussion is now over" on whether climate change is happening. Writing in today's Independent, Sir David says progress has been made in the past year but it is "essential" that a global agreement on emissions is struck quickly. He writes: "Ultimately, only heads of state, working together, can provide the new level of global leadership we need to steer the world on a path towards a sustainable and prosperous future. We need to remember: action is affordable - inaction is not."

The demands came as the World Meteorological Organisation (WMO), the United Nations agency that deals with climate prediction, issued a warning that El Niño is already established over the tropical Pacific basin. It is set to bring extreme weather across a swath of the planet from the Americas and south-east Asia to the Horn of Africa for at least the first four months of 2007.

El Niño, or "the Christ child" because it is usually noticed around Christmas, is a weather pattern occurring every two to seven years. The last severe El Niño, in 1997 and 1998, caused more than 2,000 deaths and a worldwide damage bill of more than £20bn.

The WMO said its latest readings showed that a "moderate" El Niño, with sea temperatures 1.5C above average, was taking place which, in the worst case scenario, could develop into an extreme weather pattern lasting up to 18 months, as in 1997-98. The UN agency noted that the weather pattern was already having "early and intense" effects, including drought in Australia and dramatically warm seas in the Indian Ocean, which could affect the monsoons. It warned the El Niño could also bring extreme rainfall to parts of east Africa which were last year hit by a cycle of drought and floods.

Its effect on the British climate is difficult to predict, according to experts. But it will probably add to the likelihood of record-breaking temperatures in the UK.

The return of El Niño

* Aside from the seasons, El Niño and its twin, La Niña, are the two largest single causes of variability in the world's climate from year to year.

Both are dictated by shifts in temperature of the water in the tropical Pacific basin between Australia and South America. Named from the Spanish words for "Christ child" and "the girl" because of their proximity to Christmas, they lead to dramatic shifts in the entire system of oceanic and atmospheric factors from air pressure to currents.

A significant rise in sea temperature leads to an El Niño event whereas a fall in temperature leads to La Niña.

The cause of the phenomenon is not fully understood but in an El Niño "event" the pool of warm surface water is forced eastwards by the loss of the westerly trade winds. The sea water evaporates, resulting in drenching rains over South America, particularly Peru and Ecuador, as well as western parts of the United States such as California.

Parts of the western Pacific, including Indonesia and Australia, suffer drought. The effects can last for anything from a few weeks to 18 months, causing extreme weather as far afield as India and east Africa.

The co-relation with global warming is as yet unclear. Archaeological evidence shows El Niños and La Niñas have been occurring for 15,000 years. But scientists are investigating whether climate change is leading to an increase in their intensity or duration.
